Tactis has worked for nearly 30 years with national and regulatory authorities, all kinds of private operators (MNOs, ISP, fiberco, towerco), infrastructure investment funds, international financing organizations in Europe and more than 20 African countries.

Tactics is recognized as an expert by several organizations such as the FRATEL (union of French speaking countries’ telecoms regulatory bodies), the ITU, the African Union for Telecommunication, the European Union as well as financial institutions like the World Bank, the African Development Bank, the European Investment Bank (ongoing projects in Congo & Chad), the Caisse des depots (France), the CDG (Morocco). 

TACTIS is growing its team in Rwanda and is looking for a dynamic and experienced individual to join as a Senior Consultant. 

 

Job Description
  1. Drive the Development of TACTIS in East Africa
  • Identify potential tenders and follow up on tender-identification tools
  • Map public and private institutions and donors of interest and contact key interlocutors
  • Strategically monitor the telecom and digital sector in the region
  • Draft response files for calls for tenders
  • Support various TACTIS teams as needed

 

2. Participate in the Group’s consulting missions on Smart City Projects, Digital Infrastructure & Digital Transformation in Africa 

 I) Infrastructural Development of Territories

  • Draw up strategic studies such as digital development master plans and business plans
  •  Set out the strategic orientations of the territory such as the development of telecom networks and services, feasibility studies to develop multiservice networks within the framework of Smart City projects (Wifi, IoT, Sensors, Video Protection, etc)
  • Set up shared telecom network projects (“open access”) in the form of public-private partnerships, and draft specifications, analyze the bids, and manage negotiations of these partnerships
  • Monitor the proper execution of projects by participating in the monitoring committee, implementing tools (dashboards, indicators), and draft proposals of study of developments, economic and financial audits 
  • Elaborate subsidy files for projects (Europe, State, Region…) and follow the instruction 
  • Carry out regulatory watch on the evolution of the sector and technologies (FttH, LTE, 5G, WiFi, IoT, Satellite, …) and their capacities to provide a solution in the coverage of urban and rural territories in France and internationally 

 

II) The Digital Transformation of the territories’ actors

  • To elaborate strategic studies such as master plans for the development of uses, digital services in order to give a strategic vision to territories or States (Africa in particular)
  • Supporting smart territories and Smart City projects through innovative contractual arrangements
  • Propose new ways of optimizing public management through a 360° vision of the territory
  • Accompany the evolution and transformation of public structures in charge of mutualization
  • Participate in the development of commercial proposals / commercial writing 
  • Carrying out monitoring and benchmarks of intelligent territories projects, innovative services

 

III) Technical & Financial Due Diligences for Investment companies

  • Realize technical and financial analysis on companies-networks-solutions for investment firms interested in acquiring or investing in these companies-networks-solutions
  • Study the companies’ business plans and identify potential threats and/or potential areas of expansion
  • Understand the regulatory issues pertinent to the business and how future evolutions might affect it 

 

Skills & Knowledge
  • Master’s  degree from a business school, engineering school or university, ideally (but not exclusively) with a focus in telecommunications, smart cities, project management, and other related fields
  • Minimum of three years of experience in consulting and/or network industries
  • Strong knowledge in the field of Digital and Telecommunications (mobile networks, data centers, FTTH, connectivity in rural areas, IoT) and first-hand experience in the public or private sector in a consulting, engineering, or a telecommunications firm
  • Strong interest in the digital sector, innovation, and public-private governance issues
  • The study of projects in their strategic, economic, and technological dimensions is a source of motivation for you
  • Excellent communication, writing skills and proficiency at Ms office tools 
  • Ability to work independently, adaptable, methodical, critical thinker, and possesses fortitude
  • You master the management of several issues simultaneously in a demanding environment
  • You are fluent in written and spoken English. French and Kinyarwanda are a plus
  • Ideally have experience working internationally
  • Curious with a strong critical sense and able to question the established consensus
  • Inventive, you have a sense of customer relations and a taste for working in project mode
